Singapore presently has a good workforce and is a good workplace. Every year, more than 100,000 job opportunities had created. Ministry of Manpower (MOM) plays an important  role to sustain the global competitiveness and continue to attract the best global talent in order of help Singapore to succeed. MOM wants Singapore to be a greater workforce that is  applauded by others (in terms of international rankings) and recognised by investors as commanding a premium, and a great workplace recognised and admired for our global best  practices (i.e., human capital management, people development, progressive and harmonious employer-employee relationships), and outstanding organisational culture (levels of employee engagement, safe work practices, and employee well-being).

The Challenges
To achieve their aspirations, MOM is streamlining processes to improve productivity and take advantage of new cost-saving technologies. This includes updating records management techniques, and replacing old archiving methods with a digital imaging & proper indexing system. For the first phase, MOM wanted to digitise 200,000 forms into digital image & with  other requirements as below:

  • Preparing of all forms for scanning and subsequently assembling them back to the original condition.
  • Scanning of documents in black and white (2bit) with high quality (300dpi)
  • Indexing of 8 key fields and full text OCR• Copying of scanned images to DVD

The Solutions
After understanding MOM’s needs and requirements, SDB project manager immediately designed a workflow and timeline for this project. With the workflow above mentioned at above, we are confident the total sum of 200,000 forms can be complete within 4 months.  Because we understand longer time it takes, higher cost will incurs to our client.

The Results
While still early in the process, MOM has already realised digital images are much easier to store, validate, track, share and retrieve as they are instantly available, where old archive system retrieval often took days. While all documents have been digitized; there is no  more hassle to retrieve a document, especially very old archive. MOM is now able to shorten their document processing times from days to within one day. Indirectly, it improved their working performance & efficiency.
